As for the skin tone: (Assuming you're using Photoshop).
- Desaturate the photo/skin a little.
- Use the rectangle tool to cover the whole photo with a block of colour.
- Change the colour of the rectangle so it's similar to this. (You can use that as a colour swatch if you'd like).
- Set the rectangle layer to 'Pin Light'.
- Change the opacity of the rectangle layer, I usually set it to somewhere between 3% & 10%.
